Neosurf Vouchers and Crypto in Pennsylvania

A widely used European cash voucher with a much thinner footprint in the United States. Worth understanding, but for most Pennsylvanians there are better options on this hub.

Licensed & registered platform

Our starting point for readers in Pennsylvania is a platform that actually holds the paperwork: a FinCEN-registered Money Services Business with a Pennsylvania Money Transmitter Licence (No. 112703) issued by the Department of Banking and Securities, plus licences across all 50 states and NMLS ID 1804170.

Neosurf cash voucher and cryptocurrency
European-first network — check US acceptance before buying

Neosurf is a prepaid voucher system built on the same principle as the others in this hub: pay cash, receive a code, enter the code at checkout. It has a substantial retail presence across Europe and a much more limited one in the United States.

That geographic reality is the most important thing on this page for a Pennsylvania reader. Much of the content you will find online about Neosurf is written for European audiences describing a retail network — tobacconists, newsagents, convenience stores — that does not meaningfully exist here.

This page covers what Neosurf actually is, what US availability looks like in practice, how it interacts with crypto, and why we would generally point Pennsylvania readers elsewhere.

How Neosurf works

Neosurf issues a prepaid code — traditionally a ten-character alphanumeric string — purchased for a fixed amount. At checkout on a participating platform you enter the code and the value is applied. There is no card, no bank account and no personal payment data transmitted to the merchant.

The design intent is anonymity of payment details rather than anonymity of the transaction. Merchants still run their own identity checks; the voucher simply keeps your card and bank information out of the transaction.

Neosurf sits alongside Paysafecard, CASHlib, MiFinity and Flexepin as one of the recognised voucher networks that participating platforms tend to support as a group. Where one is accepted, others often are.

Unspent value on a partially used code typically remains available on that code, which differs from some competing products. Expiry terms are set by the issuer and validity periods can be limited — this is not a product to buy and forget.

The United States reality

Neosurf's core retail distribution is European. In France, Belgium, Spain, Portugal, Poland and elsewhere it is stocked in a dense network of small retail outlets. That model does not translate to the United States, where the equivalent shelf space is occupied by open-loop prepaid cards and the reload networks covered elsewhere in this hub.

For a Pennsylvania buyer this means the practical acquisition route is an online reseller rather than a shop on the corner — and buying a voucher online with a card partly defeats the purpose of a cash voucher.

There is a second complication. Some online exchangers advertising Neosurf conversion operate in a regulatory grey area, and a number of Neosurf-focused exchange sites have no verifiable licensing at all. Any platform accepting your voucher and promising cryptocurrency should be checked in the FinCEN MSB registry and NMLS Consumer Access before you send a code, because a voucher code sent to a fraudulent operator is unrecoverable.

Neosurf and cryptocurrency

Neosurf is accepted by a range of platforms, and some crypto voucher services and brokers sit among them. As with every product in this hub, the conversion is indirect: cash to voucher, voucher to crypto.

Realistic assessment for Pennsylvania: acceptance among platforms serving US customers is narrower than for the domestically focused networks. You are more likely to find Neosurf accepted by a platform aimed at European users, which raises a separate question about whether that platform is licensed to serve you at all.

Since 15 October 2024, the Pennsylvania Department of Banking and Securities expects businesses transmitting virtual currency for Commonwealth customers to hold a Money Transmitter Licence. A platform accepting Pennsylvania customers without that licensing is operating outside the state's expectations, and using it means no regulatory recourse if something goes wrong. See our Pennsylvania crypto law guide.

The route that costs a fraction of any voucher

If you have a bank or credit union account, an ACH-funded purchase on a platform holding a Pennsylvania Money Transmitter Licence (No. 112703), FinCEN MSB registration and NMLS ID 1804170 costs under 1% all-in — against 5–12% for any voucher route.

Cost and where it sits

Voucher pricing is face value plus a reseller processing fee, with the destination platform's own conversion cost on top. All-in, the voucher route in Pennsylvania typically lands somewhere in the 5–12% range — better than a standalone crypto kiosk at 8–23%, considerably worse than a bank transfer at under 1%.

For Neosurf specifically, add a practical premium: because US distribution is thin, resellers serving American buyers often price above the European retail equivalent.

The comparison that matters is not Neosurf versus another voucher. It is voucher versus bank account. If you can open one, a credit union account with a five to twenty-five dollar minimum makes every subsequent purchase a sub-1% transaction. Pennsylvania's credit union sector is unusually deep and several institutions offer second-chance products. Our cash guide lays out all five routes.

Fraud warnings

Everything said about voucher codes elsewhere in this hub applies here with force. A Neosurf code is a bearer instrument: whoever holds the string holds the value, with no chargeback and no reversal.

Never share a voucher code with anyone. No legitimate organisation — utility, agency, court, police department, employer, landlord — accepts payment by voucher PIN. Any such request is fraud, one hundred percent of the time.

Two additional patterns specific to this product. Unofficial exchanger sites that promise to convert Neosurf codes to cryptocurrency at attractive rates, some of which simply take the code. And discounted code resale, where codes obtained through card fraud are sold below face value and voided once the underlying fraud is detected.

Buy only from authorised sources, verify any destination platform in the public registries, and report attempts to the PA Attorney General and IC3.

Our verdict

Neosurf is a legitimate and well-established product in its home markets. For a Pennsylvania reader it is usually the wrong tool, for reasons that have nothing to do with the product's quality.

US retail distribution is thin, which means acquiring a voucher generally requires an online purchase with a card — undermining the cash use case. Platform acceptance among US-serving crypto services is narrower than for domestic alternatives. And the exchanger ecosystem around it includes operators with no verifiable licensing.

If you need a cash voucher route in Pennsylvania, Flexepin has better domestic coverage, and the Green Dot MoneyPak reload network has genuinely wide physical retail presence at 70,000+ US locations.

And if you have or can open a bank account, none of these routes competes with an ACH transfer to a licensed exchange at under 1%.

Neosurf — FAQ

Is Neosurf available in Pennsylvania?

Only in limited form. Neosurf's retail network is primarily European; US distribution is thin and typically runs through online resellers rather than physical stores, which undermines the cash use case.

Can I buy bitcoin with Neosurf?

Indirectly, through platforms that accept it. Acceptance among US-serving crypto services is narrower than for domestic alternatives, and several Neosurf-focused exchanger sites have no verifiable licensing. Verify any platform in the FinCEN MSB registry before sending a code.

How much does the Neosurf route cost?

Face value plus a reseller processing fee plus the destination platform's conversion cost — typically 5–12% all-in, with a practical premium in the US because distribution is thin. A bank transfer to a licensed exchange costs under 1%.

Do Neosurf vouchers expire?

Expiry is set by the issuer and validity periods can be limited. This is not a product to buy and hold. Redeem promptly and keep the purchase receipt.

What should I use instead in Pennsylvania?

If you need a cash route, Flexepin has better US coverage and Green Dot MoneyPak has genuine physical retail presence at 70,000+ locations. If you can open a credit union account — many have $5–$25 minimums — that beats every voucher route by a wide margin.

Each of these behaves differently on US availability, cost and whether it reaches cryptocurrency directly or through an intermediate step.
