Target GiftCard terms in detail
Target states plainly that its GiftCards never expire and have no fees. That exceeds the Credit CARD Act's five-year floor and its restrictions on dormancy and service charges, and it removes the entire category of fine print that makes open-loop prepaid cards awkward.
Denominations run from $5 to $2,000. Balances from multiple cards can be combined, which is a small convenience that matters if you are converting crypto in several tranches.
Redemption covers Target stores nationwide and Target.com, including groceries at larger-format stores, pharmacy at locations with one, and Target's own owned brands. Balance cannot be redeemed for cash except where state law requires it — which, as covered below, Pennsylvania does in certain circumstances.
What the balance will not do: buy other gift cards or prepaid cards, cover prescription co-pays at some locations, or pay for Target Circle 360 membership in every case. Check at the point of purchase if one of those is your intended use.

You need crypto before you can convert it

The RedCard interaction worth knowing
Target's RedCard offers a discount on most purchases. A question that comes up regularly: can you stack that discount with a gift card bought at a discount using cryptocurrency?
In practice, yes — the RedCard discount applies to the purchase, and the gift card is the payment method. Paying with a gift card you acquired below face value and receiving the RedCard discount on top is a genuine compounding, though the amounts involved are modest.
The larger point for crypto holders is different. If you are converting cryptocurrency into everyday spending, the total cost of that conversion is what matters — the reseller's spread, plus any tax on the gain, minus any discount. A card bought at par, spent with a RedCard discount, on goods you were going to buy anyway, is a reasonable outcome. A card bought at a premium and spent on things you would not otherwise have purchased is not, however good the discount looks.
That sounds obvious and it is the single most common way people lose money converting crypto to spending: the conversion becomes an excuse for the spending.
Can a Target card buy crypto?
No. Target GiftCard balance is closed-loop, redeemable at Target only, and cannot be converted to dollars by any third party. No licensed exchange accepts it.
The indirect route — buying an open-loop prepaid Visa or Mastercard from Target's gift card rack using Target balance — does not work either. Target, like other major retailers, prohibits purchasing gift cards with gift card balance, because that combination is a well-known laundering pattern.
Peer-to-peer code resale carries the usual economics and risks: discounts of 20–40% below face value, and no recourse once a code has been shared, because gift card codes are bearer instruments.

Pennsylvania rules and the two-year right
Pennsylvania law provides that a gift certificate or gift card unredeemed for two years or more from the date of sale or issuance is redeemable in cash for its cash value, or is subject to replacement with a new gift card at no cost to the purchaser or recipient.
That right applies regardless of a card's own no-expiry terms, and it is worth knowing because most people assume a no-expiry card simply sits forever as store credit. In Pennsylvania, after two years, you have an argument for cash.
Separately, Pennsylvania's unclaimed property regime presumes abandonment where a certificate is unredeemed two years after any redemption period expires, or five years from issuance where there is no expiration. Cards with no expiry and no post-sale fees are exempt from that presumption — Target's terms place it squarely in the exempt category.
If a retailer refuses a valid request, the Bureau of Consumer Protection accepts complaints from Pennsylvania residents.
Fraud involving Target gift cards
Target cards feature in the same telephone fraud scripts as Amazon, Apple and Walmart cards, and Target maintains warning signage and staff training on the pattern.
The Pennsylvania variants: PECO, PPL, Penelec or Met-Ed disconnection threats; Social Security number "suspension" calls; IRS demands; county court warrant claims; grandparent bail calls. In every case the victim is directed to buy gift cards and read the codes aloud.
No legitimate organisation accepts payment in Target gift cards. Not one, ever, under any circumstances.
A second pattern specific to retail racks: card tampering, where numbers are captured before purchase and drained on activation. Target's cards are typically activated at the register, which limits this, but inspecting packaging remains sensible.
