Pennsylvania adds a consumer-side provision: a gift certificate or gift card unredeemed for two years or more from the date of sale or issuance is redeemable in cash for its cash value, or subject to replacement with a new card at no cost. In practice, exercising this against a large national issuer requires persistence, and the Bureau of Consumer Protection is the escalation route.
Pennsylvania's unclaimed property regime presumes abandonment for certificates unredeemed two years after any redemption period ends, or five years from issuance where there is no expiry, with no-expiry no-fee cards exempted.
